Bhopal, 9th Jan. The Madhya Pradesh High Court has directed the Union health ministry secretary, the state chief secretary, and the Bhopal Memorial Hospital and Research Centre to finalise an action plan within a week to digitise medical records of the victims of the 1984 Bhopal gas tragedy. The court issued its directive on January 6, with the order uploaded on Wednesday.
A division bench, led by Chief Justice SK Kait and Justice Vivek Jain, heard a contempt petition filed by the Bhopal Gas Peedith Mahila Udyog Sanghathan, addressing the rehabilitation of survivors. The bench expressed concerns over the lack of progress, stating, “It seems that the respondents are not serious about the work to be completed.”
The court instructed the Union Health Secretary, Madhya Pradesh Chief Secretary, and Director of Bhopal Memorial Hospital and Research Centre to meet within a week and finalise the plan to ensure the petition’s implementation within a specified timeline. Additionally, the court mandated the submission of daily progress reports and urged the release of necessary funds for the project.
The respondents had previously stated that the medical records before 2014 were too old, and only 3,000 pages could be scanned per day, estimating the process would take around 550 days. A proposal for establishing a cloud server under the e-hospital project, pending financial approval from the Finance Department, aims to complete the digitisation in 12 months.
The 1984 Bhopal gas leak from the Union Carbide pesticide plant resulted in the deaths of at least 5,479 people, with many survivors suffering long-term health complications. The digitisation of medical records is seen as a crucial step in providing better healthcare and rehabilitation for the survivors.
