Srinagar, 6th Nov. The Jammu and Kashmir Assembly passed a resolution on Wednesday urging the Centre to engage in talks with elected representatives to restore Article 370, which granted special status to the Union Territory. The resolution, moved by Jammu and Kashmir Deputy Chief Minister Surinder Choudhary, reaffirmed the importance of the special status and constitutional guarantees that protected the identity, culture, and rights of the people of the region. It expressed concern over the unilateral removal of these protections following the Centre’s decision on August 5, 2019.
“The legislative assembly reaffirms the importance of the special status and constitutional guarantees, which safeguarded the identity, culture, and rights of the people of Jammu and Kashmir, and expresses concern over their unilateral removal,” Choudhary said while introducing the resolution.
The resolution further emphasized that the restoration process should balance national unity with the aspirations of the people of Jammu and Kashmir.
However, the resolution sparked a heated debate in the Assembly, with BJP members, including Leader of Opposition Sunil Sharma, arguing that the resolution was not part of the listed business for the day. Sharma also referred to the Parliament’s decision to abrogate Article 370 as a final step taken by “the biggest temple of democracy in the country.”
Amidst the uproar, BJP members tore copies of the resolution and threw the pieces into the Well of the House. Assembly marshals intervened as Langate MLA Sheikh Khursheed attempted to rush into the Well. Despite the chaos, Speaker Abdul Rahim Rather put the resolution to a vote, and it was passed. The House was adjourned for 15 minutes following the commotion.
The resolution calls for dialogue on the restoration of Article 370, which was revoked by the Narendra Modi-led government in 2019, resulting in the bifurcation of Jammu and Kashmir into two Union Territories—Jammu and Kashmir, and Ladakh.
