In a major step aimed at bolstering India’s investment climate, NITI Aayog is working on a comprehensive Model FDI Promotion Template to help states enhance their ease of doing business and attract greater volumes of foreign direct investment (FDI). The template will serve as a guiding framework for state governments to streamline processes, reduce investor friction, and align regulatory mechanisms with global best practices.
The initiative is part of NITI Aayog’s broader agenda to support states in becoming more competitive and investment-friendly in an increasingly globalized economy. It comes at a time when India is actively positioning itself as a global manufacturing and innovation hub, especially as supply chains realign in the post-pandemic world.
According to officials, the model template will focus on simplified approval mechanisms, single-window clearances, land and utility access, time-bound grievance redressal systems, and digital integration of services. It will also recommend sector-specific facilitation cells, robust aftercare services for investors, and customizable incentive structures that states can adopt based on their priorities.
NITI Aayog intends for the template to act as a plug-and-play policy toolkit, enabling state-level agencies and investment promotion boards to create tailored but consistent frameworks for attracting FDI. The proposed model will also factor in feedback from foreign investors, including those already operating in India, to ensure that real-world challenges are addressed effectively.
Officials have also indicated that the framework will be closely aligned with India’s national priorities such as Make in India, Digital India, and Green Growth, while encouraging states to innovate within their local ecosystems. Once finalized, the model template will be shared with all states and union territories, with NITI Aayog offering technical assistance for custom implementation.
This move is expected to significantly reduce procedural bottlenecks and offer clarity to foreign investors navigating the often diverse regulatory environments across Indian states. It also aims to encourage healthy competition among states, fostering innovation in investment promotion and enabling India to further improve its global ranking in ease of doing business.
The development of the model FDI promotion template is seen as part of a coordinated effort to make India a destination of choice for global capital, particularly in strategic sectors like electronics, semiconductors, renewable energy, pharmaceuticals, logistics, and emerging technologies.
