Dehradun, 27th Jan. The Uttarakhand government on Monday officially implemented the Uniform Civil Code (UCC), marking a historic step towards ensuring uniform legal frameworks for all citizens in the state. Chief Minister Pushkar Singh Dhami inaugurated the rules manual for the UCC and an online application portal at the CM’s camp office in Dehradun.
The UCC rules manual received Cabinet approval on January 20, following extensive preparations that included training officials on the portal, starting January 13. The initiative integrates technology with governance, featuring Aadhaar-based verification, AI-enabled translation in 22 Indian languages, and data integration across over 13 departments, such as birth-death registrations and court records.
The government’s portal is cloud-based, equipped with disaster recovery systems, and offers streamlined processes, including a simplified registration and termination mechanism for live-in relationships. Testamentary succession has been made user-friendly, with provisions for uploading, modifying, and revalidating wills online. Expedited registrations under the Tatkal service are also available for a separate fee.
For areas with limited internet access, Common Service Centres (CSCs) and door-to-door services facilitated by CSC agents have been introduced. Village Panchayat Development Officers in rural regions have been designated as sub-registrars to ensure localized access.
The Uniform Civil Code Bill, 2024, drafted by a five-member expert panel led by retired judge Ranjana Prakash Desai, was passed in the Assembly on February 7, 2024. Following Presidential assent, the Act was notified on March 12, 2024. Although the government aimed to launch the UCC by the state’s 24th Foundation Day on November 9, the timeline was extended to ensure comprehensive staff training.
This landmark reform aligns with the constitutional directive under Article 44, reflecting Uttarakhand’s commitment to a unified legal system.
